Would cleated hooves work for horses and ponies for real?

In most cases, no. When a horse hoof lands (during forward movement) a slight forward movement occurs (short slide forward) a truly "cleated" apparatus would provide too much traction and cause strain and damage to the limb. Good question though.
As you are probably aware some traction devices are used i.e. caulks. They are not numerous and must be applied correctly along with terrain and job requirements factored in.
